I'm not a big fan of the star environments -- too many side effects, so much unexpected behavior. If it were me, I'd make a new environment that simply does a clearpage and prints its text in giant print and then \\[1in] or whatever. You might need to finesse a few things to get page headers and footers correctly print, but it shouldn't be a big deal.
