No. LyX 2.0 files can't be opened with 1.6.x versions. Except for the last 1.6.x release which is released right after the official release of LyX2.0.0.
For now, use "File->Export->LyX 1.6.x" to save your file in the LyX 1.6 file format. Then you can open the file with LyX 1.6.8.
