Yes, because your label is not in the caption. For other references like \vref this is not a problem, but prettyref is special and has also some other disadvantages. So if you are only using standard formatting like "Figure 2 on page 3" try to avoid prettyref. For more info see sec. 3.4 "Referencing Floats" of the EmbeddedObjects manual (that you find in LyX's help menu).
