Insert a figure float, set the caption, and then just insert both graphics consecutively in the body of the float (with Insert > Graphics). If you need to adjust their heights relative to each other (i.e., if they are not the same size), you can put each on in a box (minipage) and futz with the box settings until they line up correctly.
