The .bib is certainly correctly generated by Citavi (checked it via
Editor
and Jabref) and is stored in the directory which is declared as "work
directory" (Tools --> settings --> paths...)
I'm not sure this is the right place for this file. It should either be
(a) in the document directory (maybe that is where it is, though) or (b)
in a directory that LaTeX knows about, so that it can find it. The
latter is more flexible but takes a little work. In my install on Linux,
for example, I have the BIBINPUTS environment variable set thus:
BIBINPUTS=.:/home/rgheck/files/bibtex:
You can do something similar on Windows, I assume, but I do not know how.
