If you're using Cygwin anyway, then you might try using the Cygwin version of LyX. It's available here:
    ftp://ftp.lyx.org/pub/lyx/bin/1.6.7/lyx-1.6.7-cygwin.tar.gz
One of our developers is very active in this area, so it's solid.

Here is INSTALL.txt, so you can get a sense of what you're in for:

1)  Install all the prerequisite packages (see README.txt)

2)  Download the cygwin setup program http://www.cygwin.com/setup.exe
    and launch it.

3)  Choose "Install from Local Directory", leave the "Root Directory"
    pointing to your cygwin installation, and then choose as
    "Local Package Directory" the one containing this file.

4)  In the "Select Packages" view, you should see a LyX category. Click
    on the + to expand the category. Now you should see four packages
    listed: LyXwin, aiksaurus, dvipost, and latex2rtf.

5)  Click on the S-shaped icon labeled "Skip" for the LyXwin package to
    install it. Now you should see that "Skip" has changed to the version
number and that aiksaurus and latex2rtf are also marked for installation
    (unless you have already installed them).

6)  If you want to also install dvipost, click on its S-shaped icon.
Dvipost is a latex post filter to support change bars in postscript output.

7)  Once you made your choices, click on next to complete the installation.
    Please, be patient while the post-installation scripts are running.

8)  After the setup program finishes, have a look at README.txt for how to
    change the interface language when launching LyX using the GUI wrapper.
