Sorry all - false alarm. For whatever reason, when I installed 1.6.7, the default LyX switched to 2.0alpha4 on my system, and I did not notice this.
So it turns out that scrolling and dialogue boxes work fine in 1.6.7. Again, sorry for the false alarm.
