After starting LyX, check Help > About LyX and note the user directory (typically ~\Application Data\lyx16 on XP, but best to confirm it). Shut down LyX, then locate and delete that directory (and everything beneath it). Restart LyX and see if things improve. If not, reconfigure/restart. If that still does not help, we'll have to look for other possible remedies.
