I assume that you are talking about LaTeX-packages. These are handles and managed by your LaTeX distribution. Have a look at the documentation of your LaTeX distribution how to install packages. (A list of installed LaTeX-packages can also be created via the LyX menu Tools->TeX-Information.)
4) Are the commands of the installed new package visible to Lyx front-end and one can select them through menu bar? or should we use ERT for them?
In general you can use all LaTeX-packages in LyX via the TeX code inset (shortcut Crtl+L). The commands supported by LyX can of course be accessed via a LyX menu.
