The point made last time this was discussed, if my memory serves me well, was
that at this point rpm does not have week dependencies (something like
Suggests and Enhances that the debian package format has).

To put this into perspective this tools is just one of the several that lyx
can use if present. Other examples are ht2html, elyxer (when we package this
in fedora), inkscape, tgif, xfig, grace and a lot of other converters that can
be used to convert from one format to the other when they are present.

But ImageMagick, if I'm not mistaken, is the "default converter" that we use not just for output but also for converting images to formats we can display in LyX. It's the "converter of last resort". For that reason, it seems to me to make good sense actually to require it.
