The local LyX directory is the working directory - or any directory the
original
tex file is in? Just put the .layout into my working directory, but it
didn't work.

Let's assume that there are sub-environments or - in LyX style - a paragraph
within an environment where the last line of the preceding paragraph ends by
Ctrl-Space.
