htlatex is one of tex4ht's commands.
But I'm not very satisfied with the result. Maybe it's possible to customize, as in heava? The documentation page seems to be down.
tex4ht doesn't work well in all cases, but the new eLyXer is under development and even at this early state for me more useful than tex4ht.
