I did not try, but in book.cls, the chapter is defined with

\newcommand\chapter{...@openright\cleardoublepage\else\clearpage\fi
                    \thispagestyle{plain}%
                    \glob...@topnum\z@
                    \...@afterindentfalse
                    \secd...@chapter\@schapter}

So could you not just redefine chapter without the \clearpage stuff?

Something like

\renewcommand{\chapter}{\thispagestyle{plain}%
                    \glob...@topnum\z@
                    \...@afterindentfalse
                    \secd...@chapter\@schapter}


in the preamble (untested)?
