I'm pretty sure you can redefine the chapter environment so that before invoking the text, you set #1 or whatever the argument's called to an empty string. Then you can just use any string in the chapter environment, and it won't show up in the ps/pdf environment. You can't use an environment on blank spaces (unless they're nonbreaking blanks) because LyX doesn't work that way.
