I got an excellent e-mail from rgheck (below), which said that because I have a List of Figures and a List of Tables, these references in the floats DO come first in the text - makes sense! Anybody know of a work-around? I've been searching google, but am obviously doing a poor job! Someone MUST have come across this before!
