Yes: that's the right procedure. Since you're copying it into your
local texmf tree, you don't need to run mktexlsr (or texhash).

But are you sure you don't have csquotes already? The latest TeXLive
provides it. (You can check by entering:

kpsewhich csquotes.sty

If you get a path to csquotes.sty, then you have it installed. If you
get nothing, then you don't.

Since you're not installing any *LyX* files (such as .layout or
.module), you don't even need to reconfigure. However, you will need
to include something like

\usepackage{csquotes}

in the preamble. (Check the csquotes documentation for details on how
to use it. You can access that documentation once the package is
installed by entering "texdoc csquotes" in the terminal.)
