Yes! You are right Vincent. I can get the menu bar pressing Alt-F and then all other shortcuts work again. This is definitely a windows related bug (present with both installers). I had already reported it, but Jürgen Spitzmüller could not reproduce it, therefore I asked here. Thanks for your help.

I can see it on Windows. The only thing that does work is to press Alt-F (e.g.) 
.. then the menu appears and you can close Full-Screen. Even all short-cuts 
work when the menu bar is visible.
