I had the same problem, and found that several python modules were missing.
For Imagemagick, what you need is to add functools.py, which you may
find for example at
http://codespeak.net/pypy/dist/pypy/lib/functools.py
to the bin\Lib folder in you lyx installation (usually somewhere in in
"C:\Program Files").
That's a quick and dirty fix. I think Uwe will provide soon a fixed
installer because there are at least 3 other missing python files.

I am not a developer).
