Are you sure that's the right location? The right location is specified in texmf.cnf. See here:

By the way, how come the messages here are duplicated?

If you mean messages from the list, we usually hit "reply to all". Sometimes people post from gmane or other newsreaders, and so they only see the reply right away if it's sent to their own email address.

Does "kpsewhich xcolor.sty" report that it sees the file? I'm guessing it does not. You may need to re-run texhash. Did you do so as root? Only root can modify the ls-R files for the system directories.
