I assume that what you have is a LaTeX class file: newfile.cls. If so,
you've put it in the right place: in the LaTeX folders. But that is
LaTeX, not LyX. LyX knows nothing about the new class unless you give it
a layout file that describes it. There is info in the Customization
manual about how to deal with this, and lots of us here have dealt with
this issue ourselves.
