You don't. When you properly set up the file hierarchy as I described, LyX does it for you. All you have to do is insert a picture and you'll notice that the path is relative. The problem is when you go outside of the hierarchy that contains your LyX file, then LyX puts in an absolute path for you because that's its only way to locate it. However, if you stay within the directory or below the directory of the LyX file then LyX puts in a relative path because it knows where the picture is "relative" to the lyx file.
