Another option would be to temporarily redefine the command that
creates the footnote's mark (as ERT)::

   \makeatletter
   [EMAIL PROTECTED]@makefnmark
   [EMAIL PROTECTED]
   \makeatother
   
   % footnotetext will not advance the footnote counter
   \footnotetext{footnote without number}
   
   \makeatletter
   [EMAIL PROTECTED]@makefnmark}
   \makeatother
   
   \footnote{normale Fußnote}
