First, the style file needs to be placed with all the other LyX style
files, not in your document directory. 'locate *.sty' or 'whereis *.sty'
will show you the path to those files. Move latexcad.sty there.
Second, as root run 'texhash'.
Third, from within LyX, run 'reconfigure'.
