Not yet. The problem here is that quotes aren't just text. They're a
quote "inset", like a footnote, and they can be displayed in different
ways in different languages. There are (halting) efforts under way to
improve search and replace generally, and any efforts in that direction
will include quotes.
2. Word count could use some improvement:
a. Have new GUI which allows you to control the word-count. This would
include options for including the words in "notes" or not, or to count
the words in the whole master document, or just the current document.
Something along these lines seems about to happen in svn. A recent
commit makes it trivial to omit notes, and in general anything that
doesn't produce output, from the word count. Someone just has to do it.
