No, I don't believe it's a bug. Sometimes (especially the first time) you reconfigure LyX it can take quite awhile (you probably just weren't quite patient enough :-}). I've had to wait upwards of 5min or more. Sometimes restarting helps Windoze. Cheers, /Bob
