Well, I've learned a lot of LaTeX -- and how it needs to be written in a Python program -- with re-writing this report. And now it's done. Looks great; works like a charm.
If anyone wants to see the results, ask off the list and I send you the file. I use pdflatex to compile it, and it certainly looks much nicer than did the ReportLab version. I don't mind contributing this to the Wiki if Christian (or anyone else) thinks there might be future interest in this, but I did not try it with LyX because I knew there would be a lot of adjustments to get the positioning just right.
