smarten up quotation marks

I import a lot of text from online sources and databases, and often end 
up with straight quotation marks.

Can anyone suggest an efficient search&replace or macro to replace them 
all with proper quotation marks (i.e., 66 and 99)?

I don't mind working on the source (with TeXnic Center).
