Sorry to reply to myself but I think I've found what the problem was -
it was the font I was selelecting, Palatino instead of default.

Hermann Zapf, the designer of Palatino and many other beautiful
typefaces (Aldus, Comenius, Melior, Optima, Rennaisance...),
preferred quotation marks in this style.
