Right-click any toolbar, but make sure you don't hit any of the buttons. Then you'll get a choice of icon sizes. There is no text on the toolbars so no font to modify, I think.
LyX uses the qt library, most other sizes (menu fonts, dialog box fonts etc.) can be changed by running qtconfig. This changes stuff for all qt apps. Helge Hafting
