Well, if you type the numbers manually, then you have to type
the number in the reference manually too.

When I need a list on a line, I use the multicol package
and makes a multicolumn list with one item in each column.
In the preamble: \usepackage{multicol}
Before a list with 3 items, an ERT box with:
\begin{multicols}{3}
1. list item
2. list item
3. list item
And then another ERT box with \end{multicols}

Make sure that the ERT boxes occur in "standard text", not
inside the enumeration itself.

This way, the enumeration is of the standard variety, only laid out
differently. So the usual means for cross referencing works.
