If "Consider this example" is a heading, possibly of the lowest level and possibly unnumbered, then there will indeed be no pagebreak between it and the paragraph that follows.
Then there is the latex command \nopagebreak \nopagebreak[4] is the strongest form. Try putting it at the end of the first paragraph as well as at the start of the next one, see if it helps. Helge Hafting
