You may have two copies of Aspell on your system, one for your own user account and one for all users. LyX will then use the version that has been installed for your own account, but you may not have installed the dictionaries for this version.
Go the Control Panel > Add/Remove Program to see whether this is the case. Uninstall the current user version if you don't need it.
If this is not the case, I'll give you some more troubleshooting instructions.
