My first reaction is to put it in the header, so use the fancyheader package (Document->settings->page_layout->page_style->fancy), and put the commands provided by fancyheader in the preamble. The one problem with using the header is that you can't have the graphic descend into the text, if that's what you want to do. But otherwise, I think it's ideal.
