I am not sure I understand. Do the labels appear under the icons? Do
we support that?

You can edit
/usr/local/share/lyx/ui/stdtoolbars.inc
and change
PopupMenu "functions" "Functions"
to
PopupMenu "functions" "Fn"
That fixes the problem on my system
