Well, it is not related to LyX, but a LaTeX package which you have to install for your LaTeX distribution. With MikTex on Windows this should be just a click in the MikTeX Package manager. For other distributions you can download it from CTAN or one of its mirrors:
tug.ctan.org/tex-archive/macros/latex/contrib/listings/
The 'highlight' approach from Gunnar Lindholm is quite separate though, right -- no connection at all?
AFAIU the highlight approach is more appropriate for bulk "pretty printing" of source code via LaTeX. However, take a look in the listings documentation (http://tug.ctan.org/cgi-bin/getFile.py?fn=/macros/latex/contrib/listings/listings.pdf), the author discusses also all alternatives to his own package.
