Use pdftk. There was an extensive discussion on it, on this list, about a year ago IIRC. Otherwise, just google for pdftk.


It's a bit more complicated than that, I think. There's header information in the file that sets permissions, including annotation. AFAIK some non-Adobe readers pay attention to those headers and some don't. Acrobat Reader, however, requires both the permissions setting and a digital signature, and it seems that only Acrobat Pro can supply the signature. So something like pdftk can set the permissions to allow non-Adobe readers to annotate the file, but I don't know how to make it work in AR other by using Acrobat Pro.

Disclaimer: That was the state of things about a year ago (around the time of the thread Steve recalls). It's possible things have changed since, but I haven't heard anything about a change.
