I don't know enough LaTeX to know how to access the author and title information after \author and \title have been used, but I do know that you can put \hypersetup in ERT anywhere in the document -- so if there is a way to get the author/title information after the title page, you should be able to pass it to do what you want with one (belated) invocation of \hypersetup.
