Ok, probably not a file lock issue, and Home being the insecure beast it
is, almost surely not a permissions issue.

completely and not doing any MikTek updates. Does that sound like a
reasonable course of action?
Might be worth a try, but strikes me as a long-shot. Before doing
something that drastic, I suggest one more experiment (also a bit of a
long-shot, but at least easy to do). Rename the EPS file to something
really short (such as a.eps), change the link in the LyX doc to reflect
this, and take another crack. Both your file name and the path to the
figure are a bit longish, and there's an outside chance that you're
bumping into a length limit in a file name buffer.
