It seems that configure.py calls latex on chkconfig.ltx.
If do this in a shell, I correctly get the following result:

My interpretation of a wrong language.dat was false, clearly the line 
extraction fails on this because of the
multiple line result of the language hyphenation message.
The inspection of the chkconfig.log file is line based (keep the lines 
beginning with +), maybe it's possible to
instruct latex not to wrap output messages ?

Forget this point, I could not reproduce it when I installed the xforms 
frontend.
I guess I mut have had a local problem with permissions.
