The installer starts LyX's configuration script that invokes a check for LaTeX-packages. If a package isn't found MiKTeX (proTeXt) will download and install it if possible (these MiKTeX settings are adjusted by the installer). The installer sets MiKTeX's download package repository to sunsite.dk to assure that the packages are the most actual ones as sunsite.de is MiKTeX's primary CTAN package repository.
In fact, I build what I call a LyXWin CD (mostly for repetitive install or install on machines with low bitrate connexion) which holds proTeXt, your installer, a few aspell dictionaries, and local classes and layouts.
Please note that the license "AFPL" that is used by ghostscript and GSview doesn't allow this unless you ask the authors for a permission. Now that someone (you) wanted to create a LyX CD, I'll provide a special installer version that comes with a GPLed Ghostscript and without GSview. (I hope I can publish a new installer version together with the brand new MiKTeX 2.5 in the next week.)
