generate pdf with comments enabled?

Is there some way to generate pdf that has review comments enabled?  Using
lyx with pdflatex (This is pdfeTeX, Version 3.141592-1.21a-2.2 (Web2C
7.5.4)) the generated pdf does not have review comments enabled.
