I also tried this on Win98, but with Enrico's Cygwin 1.4.1 release,
lyx-1.4.1-cygwin.tar.gz file at ftp://ftp.lyx.org/pub/lyx/bin/1.4.1
thinking that the X11 interface might overcome the drawing problem.
It failed like yours by generating a 4cm. x 12cm. rectangle; the splash screen showed "Welcome to LyX" and not much else. Also saw bddraw = 0

Trying to research, the bddraw error appears to left by a .dll file
and I saw iconv.dll (gettext project) mentioned once along with gnupg.

The Viewers/splash were disabled. But I could open a New file and
type one character per line and then view it with pdflatex (xpdf).
