The problem is that you have the comment widget in a Quote environment.
The Quote environment gets extra whitespace above and below, apparently
even if it's empty.
The solution is to put the comment in Standard paragraph, but (if you
wish) put the text inside the comment widget in a Quote environment.
I've attached a slightly modified version of your file.
