Have you used this installer?:

If not, deinstall LyX and reinstall it using this installer. I hope that
the bug you mentioned doesn't appear.
If it does anyhow copy the file "sh.exe" from ~\LyX\bin to
~\LyX\Resources\lyx\, then open a command line, change to
~\LyX\Resources\lyx\, and use there the command
sh configure
Please report what happens on your system.
