I have created a ~/.lyx/layouts directory and added the layout file
acm_cit_thesis.layout there
It does begin with:
#% Do not delete the line below; configure depends on this
# \DeclareLaTeXClass{ACM CIT Thesis}
Still when I go to Layout->Document->Class, I don't see ACM CIT Thesis
