The long term solution is lyx 1.4, where you do this with
branch insets. (Any branch can be turned on or off
whenever you want to.)
The short term solution for undoing a note is cut&paste:
1. Mark everything inside the note
2. Cut the stuff
3. Move the cursor outside the now empty note
4. Paste the stuff back into the document again, this time outside the note
5. Remove the empty note if you wish
