I also experiences this. But when I told the IT-group that I really need this and my group leader gave his OK they came to me and installed it.
I understand your problem now a bit better but still can't help you. As you recovered by yourself some programs look in the registry key "HKLM" for other programs. For example GSview and ImageMagick are looking there for an installed Ghostscript. Programs can only write to HKLM when they have admin permissions. You see it is all very tricky and not my bad will to require admin permissions.
