Adding an option is maybe an overkill. I think it could be dependent of the
language of the document. By looking several foreign books at home. It
seems that there is two families :

Family A) No indentation after a quote, list,... and therefore no need for
whitespace before and after the environment

Family B) Indentation after the environment. Whitespace before and after the
environment.

Family A : English, German, Dutch ...
Family B : French, Italian, Spanish... 

Maybe with the help of the list we can classify most languages in one of
these two categories and hardcode the result into LyX.
