I think you could edit the layout file and create a new paragraph style,
maybe using something that sort of looks like this:
# IPA definition
Style IPA
Margin Dynamic
LatexType Environment
LatexName IPA
End
Then you can just choose the style IPA as any other style...
Have a look in the .layout-files and copy one of them.
