Under Edit --> Preferences --> Paths
Does it show the working directory path on the F: drive?
I edited the Working directory to read C:\lyx\LyX\bin\tmp
then I checkmarked "use temporary directory" and set it
to C:\lyx\LyX\bin\tmp also. It fixed a problem I had, but
this may not be a recommended procedure; you could try it.
Perhaps if Reader loads, you can use File-->Open to get
to where the temporary directory and file are created which
for me was further down C:\lyx\LyX\bin\tmp\new_strange_dir
